Administration Issues Report on Reforming the Healthcare System by Increasing Consumer Choice

Today, the Departments of Health and Human Services, Treasury and Labor issued a report, Reforming America’s Healthcare System Through Choice and Competition.   

Of interest to ECFC members is the Trump Administration’s support for health savings accounts and health reimbursement arrangements detailed in this report.  The report outlines several legislative changes that could be made to increase the use of HSAs.  In addition, the report suggests that there are some regulatory changes that could be made to HSAs, specifically in an expansion of what would be considered preventive care that could be paid by an HSA-compliant high deductible health plan.  The report also touts the recently
 proposed guidance expanding the use of HRAs.  

This report is good news to ECFC members showing the Administration’s support of HSAs and HRAs.  The report may be helpful to us in our Congressional lobbying efforts on behalf of consumer-directed accounts.
