CCS Designation


Certified COBRA Specialist (CCS)

The Certified COBRA Specialist designation provides education related to the specialized rules and regulations that govern the administration of COBRA. This designation is designed for professionals who are new to COBRA and are looking for some specialized training in this area or would like a refresher of some of the more basic COBRA concepts.  Core competencies include:

Session 1 COBRA Basics:  Who Must Comply, Who is Exempt and Who is Eligible

Session 2 COBRA Basics: Offering COBRA Coverage

Session 3 COBRA Basics: Calculating COBRA Premiums and Paying for COBRA Coverage

Session 4 COBRA and Consumer Driven Health Care (CDHC)

To become a Certified COBRA Specialist (CCS), one must:

1. Be employed in the compensation/benefits industry
    
a. Applicant must submit proof of experience by providing proof of employment, including job title, description of duties, and length of employment.

2. Provide documentation of receiving at least 6 COBRA Continuing Education (CCE) units (see How to Obtain CE Units)

  1. CCE units are continuing education units earned specifically by participating in professional development and education specifically related to COBRA Administration
  2. Individuals can submit documentation to ECFC to verify if non-ECFC education can be used toward ECFC CCE units
  3. General CE units cannot be used to fulfill the CCE unit requirement.

3. Demonstrate knowledge of the CCS core competencies by 60% passing the CCS Exam (75 questions).

4. Pay appropriate exam fees.

If the applicant successfully passes the exam, s/he will be awarded a certificate and may use the CCS designation after her/his name (until the expiration date of said designation).

The CCS designation is valid for three years (36 months) from the date that an individual receives her/his certification. In order to continue to hold the CCS designation, an individual must submit the appropriate COBRA continuing education documentation and pay the recertification fee in order to renew her/his certification in order to maintain the CCS designation.

CCE Units Pricing: $20 per CCE Unit
CCS Exam Pricing: $180 member  $360 non-member

Re-certification* Fee: Every three years $75 plus 4 CE units need to renewal your certification

*Recertification can happen, either by submitting evidence of 4 COBRA specific CCE, pay $20 per credit hour if you did not earn credit through an ECFC sponsored event or you can take the CCS recertification course for $80 and take a short quiz, along with paying the $75 recertification fee.
